Zelensky signs law dissolving controversial medical commissions

On December 30, Ukraine’s president Volodymyr Zelensky signed into law Bill No. 12178 introducing a new system for assessing and reviewing medical conditions of Ukrainians, which automatically dismantles the existing Medical-Social Expert Commissions (MSECs).
Starting January 1, 2025, these commissions will be replaced with expert commissions in cluster and super-cluster hospitals. The reform aims to eliminate corruption by introducing a randomized review process where neither the patient nor the commission know in advance which doctors handle the case.
The Ukrainian parliament passed the legislation on December 19 with 259 deputies voting in favor. The law abolishes MSECs and establishes expert commissions as part of the country’s healthcare reform.
