Russians capture and kill civilians in Vovchansk, – internal minister

In the northern part of the town of Vovchansk, where active fighting continues, the Russian military is capturing and shooting civilians.

According to the minister, the evacuation continued in this part of the city until today. The police were taking people out even despite enemy fire.

‘As of now, according to the operational information, the Russian military, which was trying to gain a foothold in the city, do not allow local residents to evacuate: people began to be kidnapped and driven to basements,’ Klymenko stated.

The Ukrainian law enforcement are aware of the first cases of shooting Ukrainian civilians by the Russian military. In particular, a man who was trying to leave Vovchansk on foot, refusing to obey the orders of the Russians, was killed.

The minister added that the evacuation teams of the National Police continue to work in Vovchansk despite intense fighting and are trying to ensure the evacuation of civilians.

On October 6, the Administrative Cassation Court within the Supreme Court of Ukraine continued hearing case No. 990/80/25, in which the fifth President and leader of the party “European Solidarity”, Petro Poroshenko, seeks to have Presidential Decree No. 81/2025 from February 12, 2025 — enacting sanctions by the decision of the National Security and Defense Council (NSDC) — declared illegal and annulled. Rinat Akhmetov’s Metinvest Group has completed the construction of an upgraded underground NATO Role 2 hospital in one of the hottest sectors of the frontline.
