Ukraine’s government wants to freeze minimum wage increase for 2025-2027

In its ‘2025-2027 Budget Declaration’, Ukraine’s government has decided to put the brakes on planned increases to the minimum wage and subsistence minimum. This development was revealed by Yaroslav Zheleznyak, a member of the Verkhovna Rada’s finance committee, on Monday.

If the proposal gets the green light, it will directly impact social benefits for Ukrainians. The plan is to hold the minimum wage steady at 8000 hryvnas until 2027. The government argues this is a “balanced approach” following the substantial hikes implemented in 2024.

Public sector salaries will remain anchored to the Unified Tariff Grid that got a last update in December.

According to the plan, minimum income levels for 2025-2027 are:

2563 hryvnas for children under 6,  3196 hryvnas for those aged 6-18, while working-age adults and those unable to work must make do with 3028 hryvnas and 2361 hryvnas respectively.
