Ukraine 82% ready for winter season – reports

September is here and , Ukraine is on average “82% prepared for the upcoming winter” heating season, according to the Ministry of Communities, Territories, and Infrastructure Development. While readiness in the regions away from the frontline overall is higher, the situation in frontline areas is more challenging.
Zaporizhzhia region reports a 79% readiness rate, while Kherson region has the lowest at just 54%.

According to Natalia Khotsianivska, Public Utilities Department director, that heat suppliers currently have 169 cogeneration units, with 83 already operational. Meanwhile, Ukraine’s foreign partners have pledged additional 291 units and 101 modular boiler houses that will be up and running by the end of the year.
The Ministry is also looking for more equipment, as the sector still requires at least 423 cogeneration units and around 300 modular boiler houses.
It it worth noting that Kharkiv region is leading the pack in equipment procurement after it received 2.5 billion hryvnias funding (approximately $68 million).

On October 6, the Administrative Cassation Court within the Supreme Court of Ukraine continued hearing case No. 990/80/25, in which the fifth President and leader of the party “European Solidarity”, Petro Poroshenko, seeks to have Presidential Decree No. 81/2025 from February 12, 2025 — enacting sanctions by the decision of the National Security and Defense Council (NSDC) — declared illegal and annulled. The plaintiff claims the document was falsified and that the sanctions are a tool of political persecution of the opposition, contrary to international norms. Rinat Akhmetov’s Metinvest Group has completed the construction of an upgraded underground NATO Role 2 hospital in one of the hottest sectors of the frontline. This is the second stabilization point established under the Steel Front initiative in cooperation with the Medical Forces of the Armed Forces of Ukraine. The new facility, funded by Metinvest with an investment of UAH 21 million, is more secure than the first one thanks to its deeper location underground (over 6 meters) and additional fortifications.
