More than 10,000 Ukrainian civilians are held captive in Russia and in the temporary occupied territories. Ukraine’s law enforcement agencies have already established 5,600 civilians who suffered Russian torture.

According to Kostin, the exact number of peaceful Ukrainians held captive by the Russian Federation is unknown, and the prosecutor’s office estimates that there are more than 10,000 of them.

The Prosecutor General stressed that this number includes those who were forcibly relocated or deported.

Ukraine’s government is now working to develop a unified register of the captive civilians.

Kostin added that the resolution of the UN General Assembly could play an important role in this issue in order to have more elements of pressure on the Russian Federation to release the prisoners.
