On December 12, a working group was formed from candidates nominated by online media. The working group will work on the creation of a joint regulatory body in the field of online media. According to the law ‘On Media’, the group includes 12 people. Kateryna Roshuk, the owner of ‘Bukvy’, is among the members of the group.

The number of applicants corresponded to the expected composition of the working group, therefore rating voting was not conducted, and the meeting with its participants took place online.

In total, 15 applications were submitted to the working group, but 3 applications were rejected: one was received later than the established deadline (LLC ‘SLM Novyny’ (fakty.com.ua), and the other two – from entities that were registered as online media at that time (PJSC ‘Teleradiokompaniia Luks’ (24tv.ua) and Dsnews.ua (Dilova stolytsia’).

Thus, the group includes:

  • Leonid Bihunov-Novikov – from LLC ‘Natsionalni informatsiini systemy’  (podrobnosti.ua).
  • Ruslan Kaznovsky – site ‘GamingPost.net’.

  • Serhii Yaryhin – NGO ‘Toloka’ (‘Studiia Toloka’).

Secretary of the National Council Olena Nitsko noted that the creation of the group is very important for the media industry, because cooperation with online media, which only recently entered the sphere of regulation of the National Council, is just beginning.

Kateryna Miasnikova, the executive director of the National Media Association, one of the authors of the law ‘On Media’, spoke about the tasks for the working group.

According to her, the special task of this co-regulatory body is to determine the criteria for assigning persons to entities in the field of online media.

The members of the working group exchanged opinions on the organization of their work.

In particular, they once again discussed the issue that only subjects registered in the National Council can participate in the work of the co-regulatory body. This is the norm of the third part of Article 94 of the law of Ukraine ‘On Media’.

As Olena Nitsko emphasized, this is only the first stage. At the next stages – the creation of working groups for the development of broadcast codes, the election of expert groups – other representatives of the online media, who will register by then, will be able to join the work of the joint regulatory body.In addition, upon invitation, specialists and scientists will be able to work in the body.

She wished the participants fruitful work, and the National Council, from its part, is ready to provide organizational assistance to the working group.

It is worth noting that on December 7, the working group, which will work on the creation of a joint regulatory body in the audiovisual field, was elected, and on December 8 – the working group in the audio field.
