Defense ministry launched new procurement system based on NATO standards

Ukraine’s deputy defense minister Dmytro Klimenkov reported that the Ministry of Defense launched a new procurement system that corresponds to the NATO standards.

According to him, it completely replaced the post-Soviet system, in which all power was concentrated in the Ministry of Defense.

‘Our goal is strategic planning. We minimize purchases according to the ‘here and now’ principle. The Ministry of Defense should purchase, for example, winter uniforms in the summer and summer uniforms in the winter. Such planning will improve both quality and cost,’ the deputy minister explained.

The Department of Procurement Policy works at the first level of the new system. It is responsible for the formation of procurement policy, coordination of financial activities and development of regulatory acts.

New deputy minister Vitalii Polovenko is responsible for the second level. He will communicate with the Armed Forces, accept proposals, adjust lists of goods for procurement, conduct quality control, determine priorities, and calculate estimated costs.
