Government submits to parliament new law on mobilization

On January 30, the Cabinet of Ministers of Ukraine registered in the Verkhovna Rada the draft law “On Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization, and Military Registration”.

The explanatory note says that the purpose of the draft law is to clarify the issues of military registration, to strengthen the social protection of servicemen, to clarify the duties of local self-government bodies and administrations, and citizens of Ukraine during mobilization.

The draft law suggests changing of the mobilization age from 27 to 25, introducing of electronic registration of conscripts, and legal restrictions on those who avoid military service.

The restrictions include temporary ban to leave Ukraine; temporary restriction of an individual’s right to drive a vehicle; seizure of funds and other valuables.

Also, during mobilization, people must provide buildings, structures, vehicles and other property owned by them in the prescribed manner.

The defense ministry thinks that the draft law “defines transparent rules for the mobilization process, as well as the necessary regulation of the rights of military personnel and conscripts”.
