Putin’s new plan: Russians to move into occupied Ukrainian regions

Russian president Vladimir Putin has issued a decree offering “social guarantees” to Russian citizens willing to relocate to the occupied regions of Ukraine. According to the Center for National Resistance, the Kremlin is offering hefty payments ranging from three to five million rubles to attract those ready to make the move—especially specialists who bring their families along for the ride.

The targeted areas include the war-torn regions of Donetsk, Luhansk, Zaporizhzhia, Kherson, and Crimea. The occupation authorities are primarily looking for workers skilled in building fortifications, transporting cargo, and construction experts to “rebuild” infrastructure—ironically, the same infrastructure Russian forces have devastated during the ongoing conflict.

But here’s the catch: Russian authorities are struggling to fully set up their occupation administrations as there are not many local collaborators eager to fill roles in these puppet governments and other sham structures.
