Governor Oleh Synehubov noted that the Russian troops constantly test modified ammunition, using the city of Kharkiv as a testing ground.

He stated that the Russian military is trying to adapt old munitions to the modern warfare and tests modified munitions on the civilian population of Kharkiv.

On Sunday, the invaders for the first time hit the city with a guided aerial bomb weighing 250 kg with the GPS module.

Synehubov explained that modern missiles are very expensive and that is why Russia modifies old munitions.
