The Ukrainian parliament has introduced a new bill proposing demobilization after 36 months of service and a partial lift on travel restrictions.

The proposed bill # 11460 aims to motivate troops and offer legal protections during the ongoing conflict. Key points include granting demobilization to those who have served continuously for 36 months, including 18 months in active combat.

Additionally, the bill suggests exempting certain individuals from mobilization for 12 months post-service, unless they choose to continue. It also proposes lifting travel bans for specific groups, including MPs, government officials, judges, prosecutors, and public organization representatives, allowing them to travel abroad with proper documentation during mobilization periods.

To maintain operational effectiveness, the bill suggests retaining 100% of staff from the National Anti-Corruption Bureau, military personnel, and the State Border Guard Service. It also proposes keeping 50% of the National Police, Prosecutor’s Office, and other law enforcement agencies’ employees on duty.

The aim is to create a more adaptable military staffing system while reinforcing human rights protections during the war.
