Ukraine’s defense ministry rolls out major military medical reform

Ukraine’s Ministry of Defense said it has joned forces the health ministry for an ambitious reform of the military medical commissions (MMC) after they drew ire over a string of corruption scandals and draft-evasion schemes.

“The principles governing MMC operations have remained unchanged for decades. It’s a relic of an old administrative approach riddled with flaws and unnecessary hurdles,” declared deputy defense minister Serhiy Melnyk, adding that  “We need to drastically minimize these risks, and I’m grateful to all the partners and public organizations who’ve helped bring this project to life.”

The reform proposes a dramatic overhaul of the MMC process with conscripts dealing with two separate stages :

  1. Medical evaluations
  2. Administrative decisions

Specialized medical professionals will conduct examinations, while separate teams will assess anonymized results to ensure unbiased and transparent judgement.

One game-changing feature is the decision to drop  a requirement of a mandatory visits to Territorial Recruitment Centers. Military personnel will now have the freedom to choose any hospital for their medical evaluations. These results will then be filed with  Ukraine’s Electronic Health System (EHS).

The nonymized data of each conscript or serviceman will be assigned randomly to different MMC panels, leaving commission members unaware of whose documents they are reviewing. Paired with electronic signatures and digital footprints, this policy will ensure “full accountability and traceability” of every decision.

The reform doesn’t stop at anonymization. Every MMC decision will carry a digital trail, making it easier for law enforcement to monitor activities and verify outcomes. Final decisions will be securely catalogued in an electronic archive that will allow to carry out audits of the decisions.

The reform will roll out in three stages, with its completion slated for November 2025.
