Digital transformation minister reveals update of professional exemptions’ policy

In a bid to streamling the process of professional deferments for their employees, Ukrainian businesses will follow the new rules with applications to be sumbitted only online starting December 1. The news came from Minister of Digital Transformation Mykhailo Fedorov.
The changes will require entities that have passed the audit for their “critical status” confirm it by February 28, 2025. Employee reservations for such companies will be effective starting December 1 but will be valid only until the end of February.
Meanwhile, newly hired workers can be exempt from conscription immediately, without a minimum tenure but their salaries must exceed 20,000 hryvnias, except for employees of state or municipal enterprises and residents of Diia.City.
To reserve workers, businesses must meet the following criteria:
- Minimum Salary: Average salary of at least 20,000 UAH.
- No Tax Debts: The company must be free of outstanding tax liabilities.
- Additional Requirements (at least one):
- Residency in Diia.City.
- Payment of over €1.5 million in annual taxes.
- Annual revenue of €32 million or more.
- Demonstrable importance to the national economy or local community needs.
To confirm their “criticality” status, businesses must submit their applications to the relevant ministry:
- Ministry of Energy reviews applications from energy companies.
- Ministry of Agriculture takes care of such paperwork coming from the agricultural businesses.
- Ministry of Digital Transformation will process documents from Diia.City residents.
- Ministry of Economy will be in charge of the applications from companies meeting financial criteria or vital to the economy.
